transport rules can help to apply important actions to email as it flows through your organization (ie. adding discalimer). Data Loss Prevention policies can scan email messages for sensative information (SSN, Credit Card, etc) that may be subject to certain regulations or business policies.
Rules are created in Transport rules in mailflow section. DLP rules ("special transport rule checks inside emails") created in compliance section.
